Durham is in the process of replacing its current land development rulebook with an updated version called the Land Development Code. The most significant proposed change is a new zoning category called “R-D.” This would allow many existing residential neighborhoods to be built at significantly higher densities than currently permitted. For example, a lot today that holds 1-2 houses could hold up to 8 units under the “compact” option 1, or up to 16 if the development meets affordability criteria without requiring a public hearing. Allowing homes to be built at higher density, especially near transit and jobs, can significantly increase the affordable housing supply.
