The City of Durham owns 4.4 acres of vacant land in the heart of downtown. As a member of the 505 Coalition, the PA has spent nearly three years pushing the city to use this asset for what Durham needs most: permanently affordable housing. In March 2026, a City-convened Working Group delivered concrete recommendations to the City Council: build 80 affordable apartments on the northwest corner of the site using a 9% LIHTC award, with a second building of 55 units possible in a future phase. We are calling on the Council to select a qualified developer and move forward without further delay. [DRAFT NOTE: Verify status of developer selection].
